Our approach was developed and formulated after conducting a thorough landscape analysis. We assessed the information gathered against the strengths and limitations of our office’s role within the City of Houston. For example, under a strong mayor system, a city office may be better positioned than an external organization to pass necessary ordinances or to leverage resources such as the Houston Police Department’s regulatory authority, its human trafficking unit, and its investigative capabilities. This process of identifying strategic advantages is embedded in Phase 1 and Phase 2 of the City of Houston’s Anti-Human Trafficking Strategic Plan. The plan outlines five objectives and includes over 100 strategies and tactics. Phase 1 was announced in April 2016 and completed in May 2020. Phase 2 was developed as Phase 1 neared completion. Implementation of Phase 2, ongoing process improvement, and data tracking of Phase 1 programs continue to guide our daily operations.
